Steven Crosby was 12 years old when he and his mother moved into the Monterey Village apartment community in Rancho Cucamonga. It was 1996, and they were transitioning out of a very difficult time. Steven recently had been reunited with his mother who was working multiple jobs when their rent unexpectedly increased. She wasn’t sure what to do or where they would go until Randy Street of National CORE offered her an opportunity to be part of the organization’s reduced rent program for residents just like them.
