Gregory Bradbard


Gregory J. Bradbard, President of the Hope through Housing Foundation and National CORE’s Senior Vice President of Strategic Partnerships has more than 20 years of experience as a community leader and fundraiser throughout Southern California.  Greg is a passionate advocate for moving individuals from poverty to self-sufficiency.  Prior to joining Hope through Housing and National CORE, Greg served as President and Chief Executive Officer of the Inland Empire United Way (IEUW).  Under his leadership, IEUW increased its community impact by developing the successful Challenge for Children Gala, launching the Inland Empire’s Nonprofit Resource Directory – ieCapaciteria.org, and combining operations with Desert Communities United Way.  Past roles have included serving as the Executive Director for Court Appointed Special Advocates (CASA) of Orange County, Executive Director for the Irvine Public Schools Foundation, and Director of Development for Families Forward.  He has a long history of community service including roles on the Funders Alliance of San Bernardino and Riverside Counties, the Rancho Cucamonga Chamber of Commerce Board of Directors, Alignment San Bernardino County’s Executive Board, and several other local collaborative initiatives.

Ruby Foster

Senior Director of Fund Development

Ruby Foster came to National Core and the Hope through Housing in July of 2014. She has a Bachelor’s Degree in Communication Studies from California State University Northridge and a Master’s Degree in Kinesiology from California State University Long Beach.

Prior to her work with Hope through Housing, Ruby dedicated over three years to the Orange County Inland Empire Chapter of The Leukemia & Lymphoma Society (LLS) and their mission to cure blood cancers. In her role as the Senior Campaign Manager of LLS’s School & Youth campaign, Ruby and her team raised over $1.2 million for blood cancer research from 2013-2014. With her focus on educating students of all ages about blood cancers, she worked with over 520 schools every year in Riverside, San Bernardino and Orange Counties.

Her path to LLS was guided by her previous work with the Angels Baseball organization in Anaheim. Ruby worked with the Angel’s front office staff in their Community Relations and Media Departments. Her role with Angel’s baseball allowed her to develop relationships with Community Foundations and not for profit organizations throughout Southern California. Ruby helped several corporations and non-profit organizations plan and execute fundraising events at Angel Stadium of Anaheim and contributed to the overall logistical success of each event.

Ruby currently oversees the Fund Development team of Hope through Housing, outlining the fundraising plan and establishing annual fundraising goals.

Sandra Espadas

Senior Director of Community Development

Sandra Espadas joined Hope through Housing in August 2016 as Senior Director of Community Development. She has extensive knowledge in community organizing, data and policy analysis, building police-community relationships and strategic use of media. Ms. Espadas has worked with various stakeholders in communities throughout the County of San Bernardino to improve their quality of life. She holds a Bachelor’s Degree in Political Science and Spanish Literature from the University of California, San Diego.


Corina Garay

Senior Director of Operations

Corina Garay came to National Core and the Hope through Housing in August of 2014.

Prior to joining the Hope team, Corina held the position of Vice President of Day Programs for OPARC, where she managed and directed the general operations of Adult Day Programs throughout the inland empire. She has 20 years of non-profit management experience and received her Bachelor’s in Business Management from Cal State Northridge and a Master’s in Organizational Leadership from Azusa Pacific University.

Corina oversees and manages all social service coordination throughout National Core’s portfolio. She directly oversees service obligations, process evaluations, impact evaluations and performance expectations of all service coordinators. Corina oversees a total of 10 Service Coordinators in multiple counties spanning through Arkansas, Texas and Southern California.

Brian Woods

Senior Director of Strategic Partnerships

Brian Woods joined the leadership team of National Core and the Hope through Housing in June of 2015. He has a Master’s degree in Business Administration from the University of Phoenix. His leadership experience spans several industries.

Prior to joining the Hope team, Brian spent 17 years in higher education in various leadership positions, with a focus on strategic planning, business development, employee development and company culture, and organizational efficiency. He developed innovative methods of delivering services designed to promote student success within multiple institutions.

In his current role as Senior Director of Strategic Partnerships, Brian is responsible for the development of strategic partnerships with organizations and individuals who provide social services to our residents. He is also responsible for leadership and staff development, as well as developing methods of analyzing and reporting on the outcomes of services designed to improve the lives of our residents.

Jill Van Balen

Senior Director of Marketing

Jill Van Balen began her career with National CORE and Hope through Housing in 2001 as the Executive Assistant for the Founder and CEO. Since then, Jill has held several positions within the organization, including Marketing and Fund Development Manager, Manager of Corporate Affairs and Grant Writer. In her current capacity, she is responsible for all corporate and business group branding, marketing and public relations to promote, enhance and grow the brands of National CORE and Hope through Housing.

Before joining National CORE and Hope through Housing, Jill and her husband owned their own custom home building business in Clifton, VA. Together they built more than 20 custom homes in the Greater Washington, DC Area. Prior to that, she worked for Occidental International Corporation in their Government Relations Division in Washington, DC.

She received her Bachelor of Arts Degree in Communications/Marketing from Virginia Polytechnic Institute and State University in Blacksburg, Virginia.
